Do I need to address the cover letter to a specific person?
Wherever possible, yes. A name shows you researched the company and is more engaging than "Dear Hiring Manager." Check the job ad, the company website, or LinkedIn for the recruiter or department head. If you genuinely cannot find a name, "Dear Hiring Manager" or "Dear [Department] Team" is acceptable. Avoid the dated "To Whom It May Concern."

No. The resume lists what you did; the cover letter explains why it matters for this specific role. Pick two or three accomplishments from your resume that map directly to the job description, then expand on them with context, scale, and outcome. A cover letter that simply summarises the resume is a wasted page.
